PLEASE TAKE NOTICE that on August 6, 2026 at 7:00 P.M., a public hearing will be conducted before the City of Northfield Planning Board (the “Planning Board” or “Board”), in City Hall, Council Chambers located at 1600 Shore Road, Northfield, New Jersey for an application filed by Stephen Siller – Tunnel to Towers Foundation (the “Applicant”), for preliminary and final major site plan approval and bulk variance/deviation approval in connection with property located along Wabash Avenue and designated as Block 92, Lots 25, 28, 29, 31, 33 and 34 on the Tax Maps of the City of Northfield, New Jersey (the “Property”). The Property is located within the Wabash Avenue Redevelopment Area (the “Wabash Area”) and is governed by the Wabash Avenue Redevelopment Plan (the “Redevelopment Plan”).
The Applicant seeks preliminary and final major site plan approval with bulk variance/deviation relief to develop a three-story, multi-family apartment building and comfort homes for a total of 121 units of supportive housing for veterans. The multi-family apartment building will contain 97 units along with 24/7 supportive services, which are proposed to be located on the first floor. The Applicant also proposes to provide 24 single occupancy comfort homes. The Applicant proposes to provide approximately 132 parking spaces. In addition, the Applicant proposes so construct corn hole courts, a half basketball court, a pavilion area and other amenities. Lastly, the Applicant proposes to construct various related site improvements, including, but not limited to, lighting and landscaping.
The Applicant seeks bulk variance/design waiver relief from Section E.2.[d] of the Redevelopment Plan, which requires a minimum separation to the existing residential lots from any residential structure shall be 80 feet and this area shall include a landscape buffer with a minimum width of 25 feet. The Applicant proposes to provide a setback of less than 80 feet at various locations with the smallest setback being 33.3 feet.
In addition to the foregoing application for preliminary and final major site plan approval and bulk variance/deviation relief, the Applicant will also seek approval for any and all other waivers of design standards and/or submission requirements, variances, deviations, interpretations, exceptions, approvals and/or other incidental relief that may be required or deemed necessary by the Board after or during its review of this application, together with any further relief that may be deemed necessary by the Applicant during the hearing process, including that which may be generated by way of revised plans and submission of same to the Board. Measurements, percentages and other calculations provided in this notice are in accordance with the plans filed with the application. Please note that to the extent plan and/or application revisions are made during the hearing process, these measurements, percentages and other calculations will likely change as will the associated relief from the requirements of the Code as applicable. The Applicant reserves the right to amend the application accordingly.
