REQUEST FOR PROPOSALS 
PROFESSIONAL ENGINEERING SERVICES FOR 
COUNTYWIDE STORMWATER MAPPING SERVICES
 FOR NJDEP COMPLIANCE 

The County of Cape May is soliciting Proposals from qualified firms, or groups of firms, to provide professional engineering services for the Stormwater Mapping Services for compliance to NJDEP regulations for County watershed and outfall inventories. The scope of services to be provided consists of developing and updating stormwater mapping across the County of Cape May in order to maintain an MS4 Infrastructure Map that delineates the location of significant stormwater features that are owned or operated by the County. Field survey and map preparation are part of the scope of work.

Copies of the Request for Proposals can be obtained from the Cape May County Purchasing Department by going to Cape May County Procurement Portal at capemayprocure.org.  Sealed Proposals addressed to County Administrator, will be received up to 2:00 p.m. prevailing time, on Wednesday August 12, 2026, at which time they will be publicly opened and read in the County Administration Building, 4 Moore Road, Crest Haven Complex, Cape May Court House, New Jersey, for the following:

COUNTYWIDE STORMWATER MAPPING SERVICES 

Four (4) copies of the Technical Proposals (one copy shall be unbound) and two (4) copies of the Cost Proposals (one copy shall be unbound) in a separate sealed envelope and both proposal (Technical and Cost) must be enclosed in a sealed envelope bearing the name and address of the Firm and clearly marked “Professional Engineering Services for Countywide Stormwater Mapping Services ” on the outside; and addressed to the Clerk of the Board, County Administration Building, 4 Moore Road, Cape May Court House, NJ 08210; and delivered to the Clerk of the Board’s office before the time noted above.

The Prime Consultant and each sub consultant listed in the Proposal must be Cost Basis Approved by the State of New Jersey.  Consultant services funded in wholly or partially with Federal funds are to be procured and administered by the County in accordance with 49 CFR Part 18.  All contracts for engineering services will comply with the requirements of 23 CFR 172.  

The Request for Proposals is intended solely to obtain competitive proposals from which the County may choose a vendor(s) that best meet(s) the County’s needs.  It is the County’s intent to award any contract(s) for these services pursuant to N.J.S.A. 40A:11-5(1)(a)(i). The County reserves the right to waive any informalities in and to reject any or all proposals. 

This project has no Emerging Small Business Enterprise  goal and no DBE goal.  Proposers are required to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27) and NJSA 10:5-31 et seq.
